The 2003 Clean Vessel Act was created to eliminate water pollution caused by overboard sewage discharge from recreational boats. As a result, pump out stations were publicly funded through a Clean Vessel Assistance Program grant from the Environmental Facilities Corporation and should provide the pump out service for free or low charge.
Dumping of sewage is banned in EPA designated No Discharge Areas. Discharge of even treated waste is discouraged in all waters of the NY-NJ Harbor Estuary, near shore waters, shellfish beds and areas of high boat concentration. If a water body is not designated a No Discharge Area, boaters may discharge treated sewage from Type I or Type II USCG certified Marine Sanitation Device (MSD).
